7 October 2026: the RBI raised the repo rate by 0.25% to 5.50%, its first hike since February 2023, and shifted its stance to “calibrated tightening”. Home loans are about to get costlier, and that changes the ready-vs-under-construction maths.
Two flats. Same OMR street, same builder, same 1,000 sq ft. One has keys waiting today. The other is a crane and a brochure, and costs about ₹7 lakh less. Which one actually leaves more money in your pocket? We ran the numbers for the most common decision Chennai homebuyers face, and the answer depends on one thing almost nobody prices in: delay.
₹1.2 Ledge for under-construction, only if delivered on time
~5 monthsof delay wipes out that edge completely
₹5.6 Lextra cost if possession slips by two years
0% GSTon ready-to-move flats with a completion certificate
Section 01What yesterday’s RBI rate hike changes for you
The RBI’s Monetary Policy Committee voted unanimously on 7 October to lift the repo rate from 5.25% to 5.50%. For repo-linked home loans, banks usually pass this on within weeks. Here is what 0.25% means in rupees:
Under-construction buyers pay pre-EMI interest during construction while also paying rent. Rising rates make that waiting period more expensive every month. A ready-to-move buyer starts repaying principal from day one and stops paying rent immediately.
Section 02The two options, side by side
Ready to move
- Move in, or rent it out, immediately
- 0% GST once the completion certificate is issued
- What you see is what you get: no delay risk
- Loan EMI replaces your rent from month one
- Usually priced higher per sq ft (about 10% in our example)
- Limited choice: best floors and views are often gone
- Larger down payment needed upfront
Under construction
- Lower entry price and launch offers
- Pay in stages, linked to construction progress
- Pick your floor, facing and layout
- Newer design and amenity standards
- 5% GST on the price
- Rent + pre-EMI interest at the same time
- Delay risk: every month late costs you
Section 03The 3-year money race
We compared two buyers looking at flats for sale in OMR Chennai, both ending up with the same 1,000 sq ft flat after three years:
- Buyer A, under construction: books at ₹6,500/sq ft (₹65 lakh), pays 5% GST, takes an 80% loan disbursed in stages, and pays ₹25,000/month rent (rising 5% a year) until possession in 36 months.
- Buyer B, ready to move: buys a similar finished flat at ₹7,200/sq ft (₹72 lakh), pays no GST, takes an 80% loan and moves in on day one.
Both pay the same 5% stamp duty and 2% registration as a first sale from the builder, and both loans are at 7.5%, roughly where rates are heading after this week’s hike. We then counted only the money that is gone for good: rent, interest and the price premium.
Illustrative model. Assumes linear loan disbursement, 7.5% interest, ₹25,000 starting rent and no change in property value between the two buyers. Your numbers will differ by project and lender.
Section 04The delay test: when under-construction stops making sense
The model shows the break-even point is roughly four to five months of delay. Here is how the extra cost builds up for Buyer A:
The good news for Chennai buyers: in ANAROCK’s last city-wise tally of stuck housing projects, Chennai had the lowest burden among India’s top seven cities, at around 5,190 delayed units. The southern metros together accounted for only about 9% of the national total. Chennai’s market also sells roughly what it builds: Knight Frank recorded 9,198 sales against 9,588 launches in the first half of 2026, with about 4.4 quarters of unsold inventory. That is a healthy balance, and it lowers (but doesn’t remove) the risk of stalled projects.
Under Tamil Nadu’s RERA rules, a developer who misses the promised possession date must pay interest on the money you’ve paid, at SBI’s highest MCLR plus 2%, from the agreed date until handover. Make sure the possession date is written into your agreement for sale.
Section 05The 10-point scorecard
A tie, which is the honest answer: neither option is “better”. The right one depends on your situation. That’s what the quiz below is for.
Section 06Quiz: which buyer are you?
Answer five quick questions. Your result appears instantly.
1. Are you paying rent right now?
2. When do you need to move in?
3. How much cash can you put down?
4. Why are you buying?
5. How would a one-year delay affect you?

Section 07Where each option makes sense in Chennai
Established IT-belt pockets where rents are high and immediate occupancy pays off: flats for sale in Perungudi, flats for sale in Thoraipakkam and flats for sale in Sholinganallur, where 2 BHK rents typically run ₹22,000–35,000 a month. Also family suburbs like flats for sale in Tambaram, flats for sale in Medavakkam and flats for sale in Pallikaranai.
Growth corridors where today’s launch price is likely to look cheap at handover: flats for sale in Navalur, flats for sale in Kelambakkam, flats for sale in Siruseri and apartments near SIPCOT Siruseri, plus future OMR metro station property, apartments for sale in Porur and flats for sale in Guduvanchery.
Budget buyers hunting for 2 BHK flats in Chennai under 50 lakhs or 2 BHK flats in OMR will usually find more choice in new launch projects in Chennai. Families looking at 3 BHK flats for sale in Chennai, luxury apartments in Chennai, villas for sale in ECR Chennai or gated community villas in Chennai often prefer ready stock, because they can inspect finish quality first. For plot buyers, DTCP approved plots in Chennai are effectively “ready” assets with no construction risk. Section 09Frequently asked questions
Is it better to buy a ready-to-move or under-construction flat in Chennai in 2026?
If the project is delivered on time, under-construction is slightly cheaper overall. If possession slips by more than about five months, ready-to-move usually wins, because you stop paying rent and avoid pre-EMI interest and 5% GST.
How does the October 2026 RBI rate hike affect homebuyers?
The RBI raised the repo rate by 0.25% to 5.50% on 7 October 2026. Repo-linked home loan rates are likely to rise by a similar amount, adding about ₹913 a month to the EMI on a ₹60 lakh, 20-year loan.
Do ready-to-move flats in Chennai attract GST?
No. GST applies only to under-construction flats. Once the completion certificate is issued, no GST is payable.
What compensation do I get if my flat is delayed in Tamil Nadu?
Under Tamil Nadu RERA rules, the developer must pay interest at SBI’s highest MCLR plus 2% on the amount you’ve paid, from the promised possession date until handover. You can also choose to withdraw and seek a refund with interest.
